Mark clear matches, questions and missing records, but do not turn the exercise into an eligibility decision. General wording may be conditional, incomplete or changed by the time the case is reviewed. Record the source and ask the provider through an authenticated channel where a term is unclear. Control enquiries and submissions on separate lanes
