Open a route docket with jurisdiction
The opening sheet identifies the route, intended reader question, country, language, currency context and accountable editor. It narrows the question to one deliverable that can be inspected: an identity check, documentary guide, cost-reading method, complaint map or explanatory collection. Beside the deliverable sits a refusal clause describing what the route will not claim. Search wording is treated as a discovery signal, never as authority to promise speed, eligibility, availability or outcome. The editor lists the statutes, regulators, public bodies and commercial owners that might have competence, then assigns no proposition until their actual publications have been examined. If the research cannot support the attractive version of a query, the docket changes the deliverable to a verification procedure. The opening sheet is rejected when its heading, description and intended conclusion point to different decisions. That rejection happens before prose is commissioned, preventing a generic article from acquiring Mauritian names only at the end.
Catalogue exhibits without borrowing authority
Every admitted exhibit receives an identifier, owner, exact address, retrieval date, document title, relevant passage and narrow evidentiary purpose. The Bank of Mauritius list is catalogued for named licensees. The legislation index is an orientation record; detailed legal propositions require the relevant instrument, not the index alone. The MCIB list is catalogued for participant status. The Data Protection Office page is catalogued for the access right it describes. MCB and MauBank publications are catalogued as statements controlled by those providers. The rates document receives its own exhibit because pricing language cannot be inferred from a product landing page. The registrar also writes an exclusion note: no personal eligibility, hidden price, unlisted service, individual record or predicted decision. A prestigious masthead does not expand an exhibit's jurisdiction. Documents with unclear ownership, obsolete scope or irreconcilable conflict are retained in the rejection schedule with a reason, ensuring they cannot quietly return through another editor's draft.
Draft a proposition register before paragraphs
The proposition register contains one row per external assertion. Columns record proposed wording, exhibit identifier, supporting passage, faithful paraphrase, geographic scope, date scope and excluded implication. Compound wording is split whenever its clauses belong to different owners. A statement that MCB or MauBank publishes a particular product belongs to that provider's exhibit; a statement about a legal name belongs to the supervisory list. Participant status in MCIB does not authorise a sentence about an individual's file. Editorial instructions, such as preserving an alternative or asking for a receipt, are marked as Credizen reasoning rather than attributed to an authority. The fact examiner reads each row in both directions: the passage must entail the proposition, and the proposition must not make the passage sound broader. Missing support produces an exception code, never a placeholder fact. Only rows with an admitted exhibit and an explicit limitation may move into the writing brief. This register fixes meaning before stylistic fluency can conceal weak provenance.
Quarantine quantities in a separate ledger
Numbers receive a stricter annex. Each entry names its unit, label, owner, product, version, effective date and qualification. A published range is stored as the provider's dated statement, not as a personal quotation or market benchmark. MCB's rate material is examined only for the structure it visibly describes. The MCB and MauBank product exhibits cannot lend figures to one another. Empty fields remain empty; zero, free and not applicable require their own documentary support. A numerical examiner tests whether every arithmetic conclusion uses values from the same scenario and period. Currency conversions, if ever needed for explanation, live in a clearly separated note with timestamp and rounding rule; they never replace contractual MUR amounts. The annex also records why a value was withheld, such as absent basis, unclear compulsory status or mismatched version. If a total cannot be independently reconstructed, the route may explain which documents to request but cannot display a synthetic answer. Quarantine prevents fluent prose from laundering incompatible figures into apparent precision.
Map identity and data responsibilities
A responsibility map distinguishes supervisor, licensed legal person, website owner, product publisher, contracting party, credit-information participant, data controller and complaint recipient. Each arrow requires an exhibit; visual proximity or a shared brand is insufficient. The Bank of Mauritius list can anchor a legal name, while independent provider evidence must anchor a domain and publication. The MCIB participant record confirms only its listed relationship. It says nothing about whether a named person has data, a score or a pending enquiry. When personal-information access is discussed, the Data Protection Office publication receives a separate arrow and its stated limits. Collection, transmission, access, correction and complaint are modelled as different actions with different responsible parties. An unproven arrow is removed rather than completed by common sense. The resulting map helps the language examiner catch misleading pronouns such as “they” when two bodies are involved. It also prevents a bank complaint path from being substituted for a data-protection route, or a regulator from being portrayed as the provider of a commercial service.
Run independent examinations on the complete draft
The assembled draft enters five examination rooms. Provenance checks every claim against the proposition register. Quantitative review reproduces annex calculations and verifies units. Local-language review tests clarity, Mauritian names and the meaning perceived when cautions are read alone. Navigation review follows each contextual link and confirms that the next page advances the announced task. Distinctiveness review compares the full visible main text with other routes and effective English publications, including headings and conclusions. Examiners file findings as pass, correction required or unresolved exception. Their results do not average: excellent language cannot compensate for a missing source, and accurate facts cannot compensate for a misleading promise. Corrections reopen the affected examination and every dependent passage. Changing synonyms is not an acceptable response to structural resemblance; the decision architecture must be rebuilt. Examination notes name the precise sentence and required artefact, allowing another reviewer to reproduce the objection without access to an editor's private assumptions.
Maintain a dependency and correction graph
The docket carries a graph whose nodes are assertions, headings, summaries, links, conclusions and exhibits. An edge records why one node depends on another. Starting from a replaced publication, a maintainer can locate every public consequence that must be reopened. Starting from a sentence, an auditor can reach one competent owner without an undocumented jump. Each correction entry stores the challenge, affected node, newly inspected material, decision and reviewer. Allowed outcomes are confirm, narrow, replace or remove. Appending a caveat while leaving an obsolete statement intact is prohibited. A current address does not refresh old wording; the passage must be read again. Conflicts remain open until authority or chronology resolves them. Earlier rejected formulations stay in the history so they do not reappear during later editing. This graph turns maintenance into controlled impact analysis rather than a periodic rewrite. It also provides a defensible reason for withdrawing a claim promptly while the remainder of a route undergoes review.
Sign findings and retain the route when necessary
Closeout minutes list every exhibit, proposition, exception, examination and dependency still open. Separate signatories attest factual custody, numerical integrity, local expression, navigation and distinctiveness. Their signatures confirm only the editorial review performed; they confer no regulatory status and make no financial recommendation. A checksum binds the reviewed wording to the recorded artefact so an older paragraph cannot be substituted unnoticed. The minutes name review triggers such as a provider-page replacement, rates-document update, regulator-list change, revised guidance, broken link or substantiated correction request. One failed attestation or unresolved exception produces a retention decision with the exact evidence needed for reconsideration. Passing closeout authorises only the next controlled stage, never automatic publication. Protected legal pages and mandatory source files remain outside this editorial operation. The final record therefore answers who examined what, against which exhibit, under which limitation and why the text may proceed or must wait. That traceability is the methodology's product.
